Europe’s defence reset and the need for counter-drone tech

Europe is rearming at a pace not seen since the Cold War. Defence budgets have risen sharply across the continent, driven by an acute recognition that old assumptions no longer hold. As the Brookings Institute highlighted, “Europe's task is to construct a more resilient, coherent, and capable defence posture, one that can function with less American involvement”.

Both western and eastern Europe are reversing years of underinvestment. At the NATO Summit allies committed to increase defence spending to 5% of GDP, more than double the original target of 2%.

The EU’s ReArm initiative seeks to channel EUR800 billion towards building readiness through 2027. The plan lists drone and anti-drone systems as a “pressing capability priority”.

 

Adapting to emerging drone threats

Although small, low-cost drones have been a factor of modern warfare for over a decade, their use in large-scale offensive operations between state actors has been recent. In June, Ukraine launched an attack, penetrating inside Russian territory and destroying or damaging a significant number of their strategic heavy bomber fleet. The Ukraine war has demonstrated the potency of small, attritable drones against more expensive conventional military hardware.

For those watching from defence ministries across Europe, these events are a potent reminder of the challenges presented by drone warfare. A USD1,000 drone can easily destroy or damage an aircraft worth over USD100 million. Equally concerning is the new generation of fibre optically-controlled drones, which are invulnerable to traditional electronic warfare countermeasures.

Europe needs to invest in a coherent counter-drone strategy that emphasises not merely detection, but also allows states to respond accordingly. It requires a genuinely networked, open-architecture, and software-driven system that can integrate with existing defence technology.
