Lieutenant Colonel Timothy D. Otten serves as the first U.S. Defense Innovation Unit Embedded Liaison to the United Kingdom. His mission: connect innovation, technology, and defense across the Atlantic. Working with the UK Ministry of Defence, Parliament, and industry leaders, he helps accelerate collaboration on next-generation capabilities.
A Marine Corps officer and former AV-8B Harrier pilot, LtCol Otten has deployed to Afghanistan and the Western Pacific, led integration efforts for the F-35, and advanced NATO aviation cooperation across Europe. His career spans operational aviation, multinational exercises, and diplomatic assignments, including support to U.S. Defense Attaché Offices in Germany, the Netherlands, and Switzerland.
He joined the Defense Innovation Unit in October 2024, bringing nearly two decades of experience at the intersection of aviation, interoperability, and international defense relations.
LtCol Otten holds a Master’s degree in International Relations from Tufts University’s Fletcher School and has completed advanced studies with the U.S. Marine Corps Command and Staff College.
