Commodore Marcel Rosenberg

Commander, H.M. Naval Base, Portsmouth, Royal Navy

Commodore Marcel Rosenberg joined the Royal Navy in 1988 as an Apprentice and has since built an exemplary career across operational, engineering, and strategic leadership roles. He has served on multiple ships, including during the First Gulf War and Kosovo conflict, and progressed from Warrant Officer to Commodore. Commissioned in 2003, he held several engineering and operational roles, including on Operation GIRAFFE during the 2007 Gloucester floods and Op PATWIN following Typhoon Haiyan, earning commendations for leadership and media engagement.

Promoted to Commander in 2015, Marcel led engineering support to Portsmouth-based ships and spearheaded transformation programmes within DE&S and the Submarine Delivery Agency. As Assistant Chief Naval Engineer Officer (2019–2023), he developed the 20-year engineering profession strategy for the Royal Navy. Promoted to Captain in 2021, he drove cultural and structural reform in ship support and later led the Surface Ships Combat Systems Group.

In 2024, Marcel assumed command of HM Naval Base Portsmouth. He holds an MSc in Engineering and Management (Distinction), is a Chartered Engineer, and serves as a non-executive director with Maritime UK Solent. He is married to Sarah and enjoys family life with their children, Isaac and Lois, and Luna the terrier.
