Jack McGuinness
Jack McGuinness brings a unique blend of project management, education leadership, and business transformation skills. As the current Programme Lead for the Pan Defence Skills Framework within the Ministry of Defence, he manages project delivery across Defence, notably transitioning single service personnel programs into a skills-based HR model. This involves the authoring of the skills used across UK defence including all civilian employees and the regular and reserve armed forces. Developing the technical architecture to allow the data to be viewed managed and exploited and the governance of the skills to ensure long term coherence across defence.
He is also leading the use of AI within the defence people space developing the systems to accelerate the delivery of HR products around the PDSF by using generative AI as an assistant to the specialised knowledge that is held in defence accelerating timelines and reducing cost.
Previously, as a Business Change Manager at both the Ministry of Defence and Screen Tech Industries, Jack has a proven track record in strategy development, change management, and steering business transformation across varied geographies, managing diverse stakeholders.
In education, as a Cluster Manager for the Ministry of Education, UAE, he demonstrated an innate ability to mentor and develop educators, leading training for senior education leadership team.
A Chartered Member of CIPD, he earned a BA in History from the University of Birmingham and boasts credentials in Prince2, Agile Project Management, and Change Management.
