Fleur Marshall joined the Royal Navy as a medical cadet in 1992, serving on various ships, with deployments spanning the South Atlantic, Antarctica, the Middle East, and the Far East. After qualifying as a GP, she worked for Flag Officer Sea Training (FOST), deployed at sea, and served in several Royal Navy establishments in healthcare roles. She is a graduate of the Advanced Command and Staff Course 12.
 
Promoted to Surgeon Captain, Marshall served as Regional Clinical Director (South) for Defence Primary Healthcare, Medical Officer in Charge of the Institute of Naval Medicine, and Assistant Head, Medical Defence Engagement in the MOD, focusing on international healthcare collaboration. She completed the Royal College of Defence Studies course in 2016.
 
In February 2019, upon promotion to Surgeon Commodore, she became Head of Healthcare Plans within HQ Defence Medical Group, contributing to the early modernisation of the Defence Medical Services (DMS). In April 2021, she returned to Navy Command Headquarters as Head of Healthcare for the Royal Navy and Head of the Royal Navy Medical Service. Promoted to Surgeon Rear Admiral in March 2023, she now serves as Director Medical Personnel and Training in HQ DMS, responsible for delivering a sustainable, skilled and engaged workforce.
 
Marshall is Vice President of Navy Tennis, a Trustee of The Seafarer’s Charity, and Chair of her local beekeeping association. She enjoys a range of sports, beekeeping, caring for chickens and ducks, and is an avid cake baker.
