Technological change is continuing to accelerate, with maritime forces needing to absorb and operate novel commercial and military technologies rapidly and continuously if they are to compete and confront the challenges and risks that have emerged in the 21st century.
This complex dynamic implies a radical redesign of the ways in which maritime forces are acquired, structured, and operated, including their organisational design and operational concepts, contracting routes, flexible crewing models, the generation of force capability and how they might manage and exploit data.
