Equipment, services and documentation exhibited
1. Equipment, services, documentation and all other forms of visual promotion and display, exhibited or proposed, must comply with UK law and the UK’s international undertakings, EU/UN law and EU/UN international undertakings.
A list of the currently prohibited equipment and services is detailed below:
(a) Weapons of Mass Destruction (WMD)
(b) Equipment that has already been banned for export from the UK due to evidence of its use in torture and ill treatment
(c) Restraints specially designed for restraining human beings as follows: Leg irons, gang chains, shackles (*1) and individual cuffs or shackle bracelets except those that are ordinary handcuffs (*2). Restraint chairs unless designed for disabled persons Thumb-cuffs and thumbscrews, including serrated thumb-cuffs Electric-shock Belts (*3)
(d) Portable devices designed or modified for the purpose of riot control or self-protection by the administration of an electric shock, including electric-shock batons, Sting Sticks, electric-shock shields, stun guns and electric shock dart guns (*4) and components specifically designed or modified for such a purpose.
(e) Landmines.
(f) Anti-personnel mines
(g) Cluster munitions, sub-munitions and other battlefield non-unitary munitions
Note: Current legislation requires the licensing of Missiles and UAVs with a range over 300Km. The UK Government is currently revising this requirement with a view to removing licensing for this category of goods during 2008.
*1 Shackles designed for restraining human beings having an overall dimension including chain when measured from the outer edge of one cuff to the outer edge of the other cuff, of between 240mm and 280mm when locked
*2 'Ordinary handcuffs' are handcuffs which have a dimension including chain, measured from the outer edge of one cuff to the outer edge of the other cuff, between 150mm and 240mm when locked and have not been modified to cause physical pain or suffering
*3 Electric-shock belts designed for restraining human beings by the administration of electric shocks having a no-load voltage not exceeding 10,000 volts
*4 Electric shock dart guns having a no-load voltage not exceeding 10,000 volts
Note: Services and promotion in respect of the list of prohibited equipment are also prohibited.
2. Compliance checks will take place before and throughout the event to ensure that the equipment, services, documentation and all other forms of visual promotion and display exhibited comply with the above-mentioned undertakings.
3. Exhibitors promoting or exhibiting prohibited items, either overtly or covertly, during the exhibition, will be in breach of their contract with the Organisers and will lose their right to exhibit. Their stand may be closed and they will have no claim for redress against the Organisers, nor for any refund of fees paid
4. Exhibitors will not be permitted to exhibit if their sole or predominant aim is to import for immediate resale
5. The Organisers reserve the right to make the final decision concerning the eligibility of exhibits and matters of compliance
Dangerous exhibits, prohibited weapons, firearms & hazardous equipment
6. Any Exhibitor who, by way of trade or business, manufactures, sells, transfers, repairs, tests or proves or exposes for sale or transfer or has in his possession for sale, transfer, repair, test or proof any firearms or ammunition to which Sections 1 and 5 of the Great Britain Firearms Act 1968 (as amended) apply, must first obtain a Metropolitan Police Service Registered Firearm Dealers Certificate to cover their temporary exhibiting activities. In addition, any Exhibitor who has in his possession, or purchases or acquires, or manufactures, sells or transfers any firearms and ammunition to which Section 5 of the Act applies also requires a separate authority issued by the Home Office to cover their activities (full details on these types of exhibits and licensing requirements will be issued with the Exhibitor's Handbook). Failure to obtain a Registered Firearms Dealer's certificate and Section 5 Authority as applicable, prior to arrival in the UK will preclude an Exhibitor from exhibiting. Any Exhibitor who attempts to exhibit or sell any firearm or ammunition without the appropriate certificate and authority will be liable to prosecution.
7. All personnel attending DSEi including Exhibitors stand personnel, representatives, guests, contractors/subcontractors (stand build and services) and security personnel who will be working on stands and hospitality areas must be pre-registered to attend DSEi. It is the responsibility of the Exhibitor to check the bona fides of all personnel that they register to attend DSEi. The Exhibitor should supply the Organiser with a list of guests whom they are inviting to DSEi and undertake to advise those guests to register their details online at www.dsei.co.uk by the registration closing date. All Exhibitors must inform the organisers of any private security officers or security from their own company who may be onsite during DSEi. The Exhibitor should confirm that they will take responsibility for the bona fides of such officers, including Security Industry Association Licensing checks where applicable.
